Is it a crack in your Fish Tank?

How can I keep my aquarium water clear?
I just got new fish tank. I use 60 gallons' s filter in my tank (my tank is 40 gallons), but only 3 days. change water very cloudy. not even put my fish in .. (because I said I need to let the water in the tank for about 1 week and can put the fish in the tank), so no one can help me with this? indeed, the water is cloudy white. and I just put a rock in my tank
