I've always wanted a tank of tropical fish, it is best to start slowly and improve or go to a large

Ive read many books on tropical fish tanks always longed for one but was too busy with children and travel, etc. Now our entire families will not move house at least 20 years and our children are older and they love the idea of having fish. So we're ready. Do not want a cold water tank as goldfish do a special appeal for me and Poo too! Im not ready or experienced enough to handle a marine tank, although I know are awesome. We would like a gaudy colored tank with tropical fish and plants. So the question is … Do you think the best to start with a tropical aquarium smallish say 2 feet? then see how it goes, as we have become familiar maintenance, temperature, different species of fish, etc. …. Or I have to go all the way and spend big a footnote 4-5 with a cabinet? Can anyone recommend one and what are the best filters for quiet operation? Thanks in advance
